Third quarter Articles 15 Published Nov. 3, 2014 7th Bomb Wing Staff Judge Advocate DYESS AIR FORCE BASE, Texas -- The military justice system is a commander's program designed to support good order and discipline in the unit and to ensure mission accomplishment. One important aspect of the military justice system is nonjudicial punishment under Article 15 of the Uniform Code of Military Justice. When commanders decide to impose nonjudicial punishment, they can choose from a variety of punishments. For enlisted members, the list includes reduction in rank, forfeiture of pay, restriction, extra duties, a reprimand or any combination thereof. Officers can receive forfeiture of pay, arrest in quarters, restriction and a reprimand. When using nonjudicial punishment, commanders weigh the facts and circumstances surrounding the offense against the member's duty performance, attitude, potential and disciplinary history. The following Airmen assigned to Dyess Air Force Base received nonjudicial punishment under Article 15 during the third quarter of 2014 (July - September): A 7th Aerospace Medicine Squadron Airman First Class received an Article 15 for dereliction of duty for failing to make timely Government Travel Card payments. Punishment consisted of reduction in rank to Airman, 10 days extra duty and a reprimand. A 7th Aircraft Maintenance Squadron Airman First Class received an Article 15 for failing to go to a mandatory appointment and dereliction of duty for failing to turn in required documentation. Punishment consisted of reduction in rank to Airman, 45 days extra duty and a reprimand. A 7th Aerospace Medicine Squadron Senior Airman received an Article 15 for failure to report to work at the time prescribed. Punishment consisted of reduction in rank to Airman First Class (suspended), forfeiture of $200.00 pay and a reprimand. A 7th Civil Engineer Squadron Master Sergeant received an Article 15 for making a false official statement. Punishment consisted of reduction in rank to Technical Sergeant, 45 days extra duty and a reprimand. A 7th Contracting Squadron Technical Sergeant received an Article 15 for assault and adultery. Punishment consisted of reduction in rank to Staff Sergeant. A 7th Logistics Readiness Squadron Staff Sergeant received an Article 15 for dereliction of duty for handling a weapon in an unsafe manner. Punishment consisted of reduction in rank to Senior Airman (suspended), 10 days extra duty and a reprimand. A 7th Logistics Readiness Squadron Airman received an Article 15 for dereliction of duty for failing to maintain government quarters to standards. Punishment consisted of reduction in rank to Airman Basic (suspended), 15 days extra duty and a reprimand. A 7th Operations Support Squadron Senior Airman received an Article 15 for failing to report to work at the time prescribed on two occasions. Punishment consisted of reduction in rank to Airman First Class, 30 days extra duty and a reprimand. A 7th Operations Support Squadron Airman First Class received an Article 15 for failing to report to work at the time prescribed, willfully disobeying a lawful order from a commissioned officer, disrespecting a noncommissioned officer and driving while intoxicated. Punishment consisted of reduction in rank to Airman Basic, 45 days restriction to Dyess Air Force Base, 45 days extra duty and a reprimand. A 7th Equipment Maintenance Squadron Airman First Class received an Article 15 for making false official statements and dishonorably failing to pay a debt. Punishment consisted of reduction in rank to Airman (suspended), forfeiture of $858.00 pay per month for 2 months (suspended), 30 days extra duty (15 days suspended) and a reprimand. A 317th Aircraft Maintenance Squadron First Lieutenant received an Article 15 for fraternization. Punishment consisted of forfeiture of $2,195.00 pay per month for 2 months (that portion in excess of $1,000.00 pay per month suspended) and a reprimand. A 40th Airlift Squadron Staff Sergeant received an Article 15 for dereliction of duty for unlawfully consuming alcohol 12 hours prior to performing military duties. Punishment consisted of reduction in rank to Senior Airman (suspended), forfeiture of $1,213.00 pay per month for 2 months (suspended) and a reprimand. A 317th Aircraft Maintenance Squadron Airman First Class received an Article 15 for dereliction of duty for using a government travel card for unauthorized purchases. Punishment consisted of reduction in rank to Airman (suspended), 14 days extra duty and a reprimand. A 28th Bomb Squadron Senior Airman received an Article 15 for wrongful use of a controlled substance. Punishment consisted of reduction in rank to Airman Basic and a reprimand. A 7th Component Maintenance Squadron Senior Airman received an Article 15 for wrongful use of a controlled substance. Punishment consisted of reduction in rank to Airman First Class (suspended), 15 days extra duty and a reprimand. A 7th Civil Engineer Squadron Senior Airman received an Article 15 for failing to go to a mandatory appointment, making a false official statement, and dishonorably failing to pay debt. Punishment consisted of reduction in rank to Airman First Class and a reprimand. A 7th Equipment Maintenance Squadron Airman received an Article 15 for dereliction of duty for sleeping while on duty and failing to report to work at the time prescribed. Punishment consisted of reduction in rank to Airman Basic, forfeiture of $765.00 pay for 2 months (suspended), 30 days extra duty (10 days suspended), and a reprimand. A 7th Equipment Maintenance Squadron Technical Sergeant received an Article 15 for failing to obey a lawful order. Punishment consisted of reduction in rank to Staff Sergeant, forfeiture of $1,461.00 pay for 2 months (suspended) and a reprimand. A 7th Equipment Maintenance Squadron Airman First Class received an Article 15 for reckless driving and disorderly conduct. Punishment consisted of reduction in rank to Airman (suspended), forfeiture of $500.00 (suspended), 30 days extra duty and a reprimand. A 7th Force Support Squadron Airman First Class received an Article 15 for willfully disobeying a lawful order from a commissioned officer and for dereliction of duty for driving on a suspended license. Punishment consisted of a reduction in rank to Airman (suspended), 30 days extra duty and a reprimand.
