Enlisted all call held to disseminate enlisted promotion system changes

Chief Master Sgt. Eddie Webb, 7th Bomb Wing command chief, held an enlisted all call here Nov. 18, to disseminate recent changes made to the Enlisted Evaluation System.

During the all call, Master Sgt. Charles Rickman, 7th Force Support Squadron military personnel section superintendent, went into depth about the alterations, which include several modifications to the Weighted Airman Promotion System and the Enlisted Evaluation system.

One of the largest changes came in the form of point dispersion. While the current WASP calculation uses the last five years of enlisted performance reports, the new model will only take into account a maximum of three of the last enlisted performance reports.  Previously, EPRs accounted for 135 points. EPRs will now be worth 250 points. The weight of each EPR will depend on the number of performance reports received since promotion eligibility, exceeding no more than three. This shift will allow the focus to be on recent duty performance.

Other changes include reduction of points associated with time-in-service and time-in-grade. Both will be reduce by one third of their previous values for the 2015 testing cycle, with complete elimination in subsequent years.
There will be minimum score requirements on the skills knowledge test and promotion fitness examination.  A minimum score of 40 is required on each test, with a combined score of at least 90. Airmen who fail to reach this minimum score will be considered promotion non-selects.

Additionally, to eliminate inflation within the EPR system, distribution of ratings will see changes. To limit the number of Airmen receiving a five for performance, and encourage raters to distinguish amongst their top and performers, commanders will be limited to a certain percentage of each rating per each Personnel Accountability and Assessment System code.
